DEVELOPMENT PLAN OF CIRCULAR ECONOMY IN THE 14TH FIVE-YEAR PLAN
Developing circular economy is an important strategy of economic and social development in our country. During the 14th five-year plan period, China has entered a new stage of development and embarked on a new journey of building a modern socialist country in an all-round way. We will vigorously develop a circular economy, promote resource conservation and intensive use, and build a resource-recycling, circular industrial system and a system for the recycling of waste and old materials, which will ensure the country's resource security and promote the achievement of peak carbon and carbon neutrality, promoting the construction of ecological civilization is of great significance. This plan is formulated to further implement the spirit of the fifth plenary session of the 19th Central Committee of the Communist Party of China, the requirements of the law on promotion of circular economy, and the development of circular economy.
I. Foundation of Development and the situation we are facing
1. Achievements in the development of circular economy during the 13th five-year plan period. Since the 13th five-year plan, China has achieved positive results in the development of the circular economy. In 2020, the output rate of major resources increased by about 26% compared with 2015. 2. The 14th five-year plan period faces a situation. From an international perspective, on the one hand, green and low-carbon cycle development has become a global consensus, and the world's major economies generally regard the development of the circular economy as, it is the basic path to break the restriction of resources and environment, to deal with climate change and to cultivate new economic growth points. The United States, the European Union, Japan and other developed countries and regions have systematically deployed a new round of circular economic action plan, accelerate the development of circular economy layout, to address the new challenges of global resources and environment.On the other hand, the world pattern has been undergoing profound readjustment, with the rise of unilateralism and protectionism, adding to the impact of the covid-19 pandemic. Global industrial, value and supply chains have been affected, and economic factors have been severely impacted, the increasing uncertainty and instability of international resources supply has posed a major challenge to China's resource security.At home, during the 14th five-year plan period, our country will focus on building a new development pattern with domestic circulation as the main body and domestic and international circulation promoting each other, releasing the potential of domestic demand and expanding household consumption, raising the level of consumption, building a super-large domestic market, resources, energy, energy demand will still be rigid growth, while some of China's major resources are highly dependent on the outside world, supply and demand contradictions are prominent, the overall efficiency of resource and energy utilization is still not high. The mode of production and life of mass production, mass consumption and mass emission has not been fundamentally reversed. There is an urgent need to develop circular economy, improve the efficiency of resource utilization and the utilization of renewable resources, and the space is huge.At present, the development of recycling economy in our country is still faced with low efficiency of resource output in key industries, low standardization level of recycling and utilization of renewable resources, lack of land guarantee for recycling facilities, and difficulties in recycling and utilization of low-value recyclables, large-scale solid waste production of high intensity, inadequate utilization, low value-added products of comprehensive utilization and other prominent problems. China's energy consumption and water consumption per unit of GDP is still significantly higher than the world average level, copper, aluminum, lead and other major metals recycling, still in the low-end resource-based. Power cells, photovoltaic modules and other new waste products, the production of a large increase, recycling and disassembly treatment difficult. The quality and cost of recycling can not meet the requirements of the strategic emerging industries. Therefore, it is urgent to improve the ability of high-quality recycling.No matter from the global green development trend and the requirements of coping with climate change, or from the domestic and domestic resource demand and utilization level, our country must vigorously develop the circular economy and make efforts to solve the prominent contradictions and problems, we will make efficient and circular use of resources and promote high-quality economic and social development.

We will vigorously promote innovative development, strengthen scientific and technological innovation, institutional innovation, and model innovation, increase investment in innovation, optimize the innovation environment, improve the innovation system, and strengthen the role of innovation in leading the circular economy.
(3) main objectives.
By 2025, circular mode of production will be fully implemented, green design and cleaner production will be widely promoted, capacity for comprehensive resource utilization will be significantly enhanced, and a resource and circular industrial system will be basically established. The waste material recycling network is more perfect, the capacity of recycling resources and resources is further enhanced, and the resource recycling system covering the whole society is basically completed. The utilization efficiency of resources has been greatly improved, the ratio of renewable resources to primary resources has been further increased, and the support and guarantee function of circular economy on resource security has been further highlighted. By 2025, the output rate of major resources will be about 20% higher than in 2020, energy consumption per unit of GDP and water consumption will be reduced by about 13.5% and 16% respectively, and the comprehensive utilization rate of crop straw will remain above 86% , the comprehensive utilization rate of bulk solid waste has reached 60% , construction waste has reached 60% , waste paper has reached 60 million tons, scrap steel has reached 320 million tons, and recycled Non-ferrous metal has reached 20 million tons, the production of recycled copper, aluminum and lead reached 4 million tons, 11.5 million tons and 2.9 million tons respectively, and the output value of the resource recycling industry reached 5 trillion yuan.
III. Major tasks
（1）. Building a resource-recycling industrial system to improve the efficiency of resource utilization.
1.Promote the green design of key products. Further, standardize the cleaner production audit behavior, improve the cleaner production audit quality. To promote petrochemical, chemical, coking, cement, non-ferrous, electroplating, dyeing, packaging and printing and other key industries, “One line, one policy” to formulate cleaner production upgrading plan. We will accelerate the development of cleaner production technology innovations, achievements, transformation, and standards, establish and improve differentiated reward and punishment mechanisms, and explore pilot and demonstration projects for cleaner production audits in regions, industrial parks, and industries.
3.Promote the circular development of the park. Promoting circular production in enterprises and combination of industries, promoting comprehensive utilization of wastes, cascade utilization of energy, and circular utilization of water resources, and promoting the utilization of waste heat from industrial waste pressure and waste water, waste gas, and waste liquid as resources, to achieve green low-carbon cycle, development, and actively promote central gas heating. To encourage the park to promote the construction of green factories, to achieve intensive plant, harmless raw materials, clean production, waste resources, low energy, carbonization, green building materials. 4.We will make comprehensive use of resources. The comprehensive utilization of low-grade ore, associated ore, refractory ore and tailings should be strengthened, and the efficient extraction and utilization of valuable components should be promoted. Further expanding channels for comprehensive utilization of bulk solid and waste, such as fly ash, coal gangue, metallurgical slag, industrial by-product gypsum, and construction waste, and expanding channels for ecological restoration, green mining, green building materials, and transportation, the utilization scale of engineering and other fields. To strengthen the red mud, phosphogypsum, electrolytic manganese slag, steel slag, such as complex and difficult to use industrial solid waste large-scale utilization technology research and development. To promote the use of mine water for mining area replenishment, water supply and the surrounding areas of production, ecological water. Strengthen channel dredged soil, dredged sand comprehensive, comprehensive utilization.
5.Promote coordinated disposal of urban waste. We will improve policies, mechanisms, standards and norms, promote the coordinated disposal of facilities, and ensure their sustainable and stable operation by referring to the management of urban environmental infrastructure. Through the market-based approach to determine the municipal waste co-disposal payment standards, orderly promotion, into cement kilns, smelting kilns co-disposal of medical waste, hazardous waste, household waste, etc. , promote co-ordination of municipal solid waste incinerators and emergency disposal of medical waste. 2.We will improve the processing and utilization of renewable resources. 3.The second-hand commodity market will be standardized and developed. 4.We will promote high-quality development of the remanufacturing industry. We will upgrade the remanufacturing of automotive parts and components, construction machinery, machine tools, and office equipment, and promote the development of the remanufacturing industry in emerging fields such as shield machines, aero-engines, industry, and robotics, to promote the application of non-destructive testing, additive manufacturing, flexible processing and other common key remanufacturing technologies. Foster specialized remanufacturing of old parts, recycling enterprises. We will support the construction of a trading platform for remanufactured products. （3）We will deepen the development of a circular economy in agriculture and establish a circular agricultural mode of production。
1.Strengthening the utilization of agricultural and forestry wastes as resources. We will promote the efficient use of agricultural and forestry wastes, such as crop straw, livestock and poultry manure, forestry wastes, and by-products from the processing of agricultural products. 3.Promote the circular model of agricultural development. The organic combination of farm construction and farmland construction, the promotion of livestock and poultry, fish, food, vegetables, fruit, tea association, with the development model. We will create a number of eco-farms and eco-circular agricultural industry consortia and explore sustainable operation mechanisms. We will promote the development and utilization of rural biomass energy and bring into play the comprehensive benefits of clean energy, supply and rural ecological environment management. Promote the cultivation, breeding, processing of agricultural products, bio-energy, health and nutrition tourism and other circular links, to encourage the integration of the primary, secondary and tertiary industries, development.
IV、Key projects and actions
（1）Urban waste materials recycling system construction project. With a focus on municipalities directly under the central government, provincial capitals, city specifically designated in the State Plan and populous cities, about 60 cities were selected for the development of waste recycling systems. （3）Demonstration project of comprehensive utilization of bulk solid waste. （6）High-quality development of remanufacturing industry. Combined with industrial intelligent transformation and digital transformation, industrial equipment remanufacturing is promoted, and the application scope of machine tool, industrial motor and industrial robot remanufacturing is expanded. We will support enterprises engaged in tunnel boring, coal mining, petroleum exploitation and other fields to make extensive use of remanufacturing products and services. We will promote the remanufacturing of auto parts and office equipment in the fields of after-sale maintenance, insurance, trade, logistics, leasing and so on, and further increase the proportion of remanufactured products in the after-sale market. We will expand the remanufacturing industry and its scale, guide the formation of around 10 remanufacturing industrial clusters, cultivate a number of remanufacturing enterprises and lead the industry, and achieve an output value of 200 billion yuan in remanufacturing industry.
（7）Recycling of waste electrical and electronic products to improve the quality of action. We will make use of the Internet, information technology and encourage diversified participation to build a network for recycling waste electrical and electronic products, both online and offline. We will continue to carry out pilot projects to extend producer responsibility for electrical and electronic products. （9）Plastic pollution in the whole chain of special action. We should scientifically and rationally promote the supply of plastics, reduce the quantity of plastics at the beginning, strictly prohibit the production of ultra-thin agricultural mulch, daily chemical products containing plastic microbeads and other products harmful to the environment and human health, and encourage the public to reduce the use of disposable plastic products. In-depth assessment of all types of plastic alternatives life cycle resources and environmental impact. We will actively and steadily promote Biodegradable plastic in light of local conditions, improve the standard system, enhance the ability of inspection and testing, and standardize their application and disposal. Promote the application of standard plastic film, improve the level of waste agricultural film recycling. We will strengthen the classified recovery and recycling of plastic waste, accelerate the incineration of domestic waste, build facilities, and reduce the amount of plastic waste in landfills. We will clean up rivers, lakes and coastlines of plastic and garbage, and carry out special actions to clean up marine garbage. We will strengthen policy interpretation, publicity and guidance, and create a good social atmosphere.
（10）Green transformation of express packaging to promote action. Strengthen the green management of express packaging, promote e-commerce and manufacturers cooperation, to achieve key categories of express original straight hair. （11）Recycling of used power batteries. We will encourage enterprises that manufacture new-energy vehicles and recycle used and end-of-life batteries to build standardized recycling service outlets through self-construction, joint construction and authorization. We will strengthen the recycling and tiered utilization of waste power batteries, and promote their application with a complete set of advanced technology and equipment. To cultivate key enterprises for comprehensive utilization of waste power battery, promote the recycling of waste power battery and the development of recycling industry.
（1）We will improve laws and regulations on the circular economy. We will promote the revision of the circular economy promotion law and further clarify the rights and obligations of relevant subjects. We will study and revise the regulations on the management of waste electrical and electronic equipment, recycling and treatment, and improve supporting policies so as to better play the role of the market. Encourage local governments to formulate Local ordinance to promote the development of circular economy. We will improve the standard system for the circular economy, including standards for green design, cleaner production, remanufacturing, recycled raw materials, green packaging, and recycling building materials, and deepen the national pilot project for standardization of the circular economy.
（2）Improve the statistical evaluation system of circular economy. To study and improve the statistics and system of circular economy, and gradually establish statistics and systems, including the consumption and recycling of important resources, and optimize the methods of statistical accounting, so as to enhance the support of statistical data for the work of circular economy, ability. We will improve the evaluation index system for circular economy development, improve the evaluation system for circular economy and encourage third-party evaluation.
（3）We will strengthen support for fiscal, tax, and financial policies. Co-ordinate existing funding channels and strengthen support for major circular economy projects, key projects and capacity building. Increase government green, procurement efforts, active procurement of renewable resources products. We will implement tax incentives and policies for the comprehensive utilization of resources, and expand the scope of corporate income tax incentives for environmental protection, energy conservation and water conservation. Encourage financial institutions to increase investment and financing for major projects in the field of circular economy. We will promote innovation in green and green financial products, and increase support for circular economy enterprises and projects through green credit, green bonds, green funds, and Green Insurance.
（4）We will strengthen regulation of the industry. We will strengthen standardized management of enterprises engaged in the recycling of end-of-life motor vehicles, electrical and electronic equipment, and used batteries, crack down on such activities as illegal refitting, assembly, dismantling and disposal, and intensify investigation, punishment and punishment. We will strengthen market supervision and crack down on the illegal production and sale of plastic products that are prohibited by the state. We will strictly investigate and punish acts such as degradable, Fake and false plastic labels. We will strengthen environmental supervision over the recycling, utilization and disposal of waste materials.
VI、Organize the implementation
The National Development and Reform Commission (NDRC) has strengthened overall coordination, supervision and management, and given full play to the role of the inter-ministerial joint meeting mechanism on the circular economy and the cycle of development. It has promptly summarized and analyzed the progress of work, and effectively pushed forward the implementation of this plan. The departments concerned should carry out key tasks according to the division of functions, and strengthen the link with energy-saving, water-saving, garbage sorting, “Waste-free city” construction and other related work.All localities should attach great importance to the development of circular economy, carefully organize and arrange, clearly emphasize, point tasks and division of responsibilities, and carry out the planning and implementation in the light of actual conditions. The National Development and Reform Commission, the Ministry of Commerce, the Ministry of Natural Resources, the Ministry of Ministry of Industry and Information Technology of the People's Republic of China, the Ministry of Housing and urban-rural development, and other departments are responsible for the construction of a municipal waste recycling system. The park recycling development project is organized and implemented by the National Development and Reform Commission, the Ministry of Industry and Information Technology and other departments. The demonstration project on the comprehensive utilization of bulk solid waste is organized and implemented by the state, the National Development and Reform Commission, the Ministry of Ministry of Industry and Information Technology of the People's Republic of China, the Ministry of Ecology and Environment, the Ministry of Agriculture and rural areas, and the state forestry and grassland administration. The construction waste recycling demonstration project shall be organized and implemented by the housing, urban and Rural Development Ministry in conjunction with the National Development and Reform Commission and other departments.Key technology and equipment innovation projects for circular economy are organized and implemented by the Ministry of Science and Technology in conjunction with relevant departments such as the National Development and Reform Commission. The National Development and Reform Commission (NDRC) , the Ministry of Industry and Information Technology (MIIT) , in conjunction with relevant departments, will organize and implement the high-quality development of the remanufacturing industry. The National Development and Reform Commission (NDRC) , the Ministry of Ecology and Environment (MEC) , the Ministry of Industry and Information Technology of the People's Republic of China Ministry of Commerce (Moc) and the supply and marketing co-operative societies (supply and marketing co-operative societies) are responsible for the recycling and quality improvement of waste electrical and electronic products. Full life cycle tubes for automobiles, the NDRC, the Ministry of Commerce, the Ministry of Industry and Information Technology of the People's Republic of China, the Ministry of Public Security, the Ministry of Ecology and Environment, the Ministry of Transport of the People's Republic of China, the general administration of Customs and other departments are responsible for the implementation of the campaign.The National Development and Reform Commission, the Ministry of Ecology and Environment, the Ministry of Ministry of Industry and Information Technology of the People's Republic of China, the Ministry of Commerce, the Ministry of Housing and urban-rural development, the Ministry of Agriculture and rural areas, the market, the general administration of supervision, State Post Bureau, Supply and marketing cooperatives and other departments organize implementation. The National Development and Reform Commission, the Ministry of State Post Bureau, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Ministry of Transport of the People's Republic of China, the Ministry of Commerce, and the State Administration of Market Supervision, departmental organization and implementation. The Ministry of Industry and Information Technology of the People's Republic of China Commission, together with the National Development and Reform Commission and the Ministry of Ecology and Environment, has organized and implemented the recycling of used and end-of-life power batteries. To improve the circular economy, the national development and Reform Commission, the National Bureau of Statistics of the People's Republic of China and Ministry of Industry and Information Technology of the People's Republic of China departments, the Ministry of Commerce and the Ministry of Ecology and environment will organize and implement the statistical evaluation system.
